The county roster is not the whole custody map. Galveston County Jail holds adult pretrial detainees, county-sentenced inmates, local holds, parole and other-agency holds, immigration holds when shown, and some municipal arrestees after transfer. League City, Texas City, and Galveston Police can have their own short-term custody or booking paths before a person appears in the county jail. Galveston County Booking Records
Booking begins after arrest or warrant pickup by a sheriff, municipal police officer, constable, state trooper, federal authority, or another agency. A person may first be processed by a city jail or holding facility, then moved to Galveston County Jail depending on charge, warrants, custody needs, and agency practice. Public P2C rows show the core booking data: name, descriptors, primary charge, arrest date, and booking agency.
After booking, Texas Article 15.17 requires a magistrate process without unnecessary delay and not later than 48 hours. The sheriff's corrections page says that once booking is complete, the person can make two free two-minute calls to facilitate release, notify loved ones, or contact an attorney. Most people have a bond and/or fine, but a parole warrant, out-of-county warrant, immigration hold, or federal hold can block release even when another charge has a bond.
